Supporting Rural Healthcare: Frank Sossamon’s Commitment to Vance and Granville Counties

Frank personally delivered a
$5 million check to the Granville-Vance Health Department for Maria Parham Health to improve mental health and substance abuse treatment and outcomes for patients.
By supporting state budget provisions that prioritize rural healthcare workforce development, he ensured that our residents have access to skilled providers for everything from routine checkups, mental health services to emergency care.

Better Mental Health Access is Always on Frank’s Mind
As a pastor and grief counselor, Frank’s passion is expanding services for substance abuse, mental, and behavioral health.
He introduced House Bill 982, the “Faith in Mental Health” initiative, a groundbreaking pilot program for Vance and Granville Counties.
Frank partnered with local faith-based organizations and the North Carolina Department of Health and Human Services (NCDHHS) to train church staff and members as mental health resources in their communities.
Frank also routinely has direct engagement and participates in community forums surrounding mental health.
Improving services for mental health is a vital need in District 32. I will continue to listen to the needs of Vance and Granville residents to ensure their voices shape healthcare solutions.

Crime Stopper

The number one job of government is to keep its citizens safe, and as your District 32 House Representative, Frank Sossamon secured $70 million in the state budget specifically for school safety grants and $691,536 for body cameras and equipment for the Vance County Sheriff’s Office.
Beyond budget allocations, Sossamon has been deeply involved in community-based crime prevention efforts, serving as both the Henderson and Vance County Crime Stopper Groups. In 2020, Frank was honored with the Governor’s Volunteer Service Award for his work with Crime Stoppers and Vance County Juvenile Crime Prevention Council, where he served for 40 years.
Fortifying Our Infrastructure

Strong infrastructure is vital to economic growth and quality of life. Reliable water, sewer, and roads are often the first things companies look at when deciding to expand, and are important for protecting public health and quality of life. Frank Sossamon secured millions for District 32 infrastructure to modernize the district’s water and sewer systems and improve broadband. Among the money Frank brought back to the district for infrastructure includes:

Education - Putting Teachers and Students First

Funding Public Schools Well
Public schools receive 60% of the state budget, federal funds, and over half of county budgets in some regions, but teachers are still stuck footing the bill for school supplies out of their already low paychecks. Frank Sossamon believes the General Assembly should require school boards to direct enough state education funds for classroom supplies and programs for Special Needs, ESL and Gifted students before considering administrative salaries and benefits.
Properly funding public education is a priority for Frank. As a member of the powerful Appropriations on House Education K-12 Committee, he voted in favor of historic funding for North Carolina’s public education and secured $70 million for school safety grants. He also secured $11.5 million in the state budget for Vance‑Granville Community College (VGCC) to build a new advanced manufacturing center, boosting technical training in fields like mechatronics and welding. Frank also played a key role in launching VGCC’s Funeral Service Education partnership with Fayetteville Technical Community College (FTCC), enabling students to pursue this unique and accredited program locally.
Schools + Parents = Success
Statistics show that when parents are involved in their children’s education it leads to a higher student success rate. Frank Sossamon voted for “The Parents Bill of Rights,” which allows parents to review school curriculum and materials and to be alerted if their child requests to change their name or pronouns. The bill also requires parents to be notified about healthcare services their child has accessed, including mental health.
School Choice

Every child is a unique learner and should not be trapped in a school that doesn’t meet their needs. Frank Sossamon voted for the “Choose Your School, Choose Your Future” bill, empowering parents with resources to choose the best education model for their child. Opportunity Scholarships are funded independently of public school dollars, ensuring no impact on public education funding. Every participating school must also meet state standards.
As part of Frank’s commitment to giving students unique learning opportunities, he secured “Go Grants” so children can enjoy learning through outdoor learning experiences.
Safeguarding Agriculture

Safeguarding North Carolina's farmland is not only about preserving our heritage but also a critical issue of national security. Recent estimates indicate that foreign entities own 700,000 acres of our state's agricultural land, threatening our food security. Frank Sossamon is committed to reclaiming farmland held by foreign adversaries and preventing commercial interests from monopolizing our vital agricultural resources.

The North Carolina Farm Act of 2023 which designates the second Thursday of each November as Farmers Appreciation Day to recognize the importance of farmers to North Carolina’s food sovereignty and self-sufficiency. Frank met with farmers and Cooperative Extension staff to promote the event, emphasizing the need to support and encourage young people to enter farming, particularly through programs like 4-H.
Protecting Women and Girls

Male athletes do not belong in women’s sports or private spaces. Frank Sossamon voted for “The Fairness in Women’s Sports Act” which protects female athletes from being forced to compete with males, who have distinct biological advantages. The legislation also protects girls from being forced to undress in front of males in their locker rooms and showers.
Protecting Medicaid

Frank Sossamon voted to give greater healthcare access to rural communities by voting to expand Medicaid and allow rural hospitals to access federal funding. As a strong supporter of Medicaid, Sossamon will also fight to identify fraud and waste in the program to protect our taxpayer investment to help the most vulnerable in our communities.
